The king (famous motif of Ashurbanipal stone carving 7th Century BC) is galloping his horse through the flames directly toward his protective gods in the sky aiming his last arrow at the remaining cloud with the hope of rain on his ruined burned kingdom.
Based on myths, gods would protect their chosen king and his township unless he was sinful which could mean wiping out his peaople as well.
